Long Ứng Đài có bút danh khác là Hồ Mỹ Lệ, bà tốt nghiệp Khoa ngoại ngữ Đại học Quốc lập Thành Công cũng như lấy bằng Tiến sĩ tại Kansas State University. Long Ứng Đài từng là Cục trưởng Cục Văn hóa Đài Bắc và Bộ trưởng Bộ Văn hóa đầu tiên của Đài Loan.
